This Directive concerns the collection, treatment and discharge of urban waste water and the treatment and discharge of waste water from certain industrial sectors. The objective of the Directive is to protect the environment from the adverse effects of the abovementioned waste water discharges.

Directive 91/271/EEC concerning urban waste water treatment (UWWTD) plays a major role in the management of urban waste water and in the protection of receiving surface waters and the aquatic environment. Its implementation in the EU-15 even more than 15 years after adoption still presents significant challenges. Challenges are even more marked for the EU-10 as the Directive is one of the most expensive (challenging) pieces of EU legislation to implement. Futhermore, the EU-10 Member States have negotiated individual transitional periods for its implementation.
